Lewis A. Eakins, PhD, CPP

Lewis A. Eakins, PhD, CPP – is the Principal of ECS and has over 45 years of experience in law enforcement, security consulting, emergency management, private investigations, and public safety leadership. He most recently served as the Vice President for Public Safety and Emergency Preparedness at Ivy Tech Community College System where he had oversight for Public Safety, Emergency Management, Business Continuity, Enterprise Risk Management, Environmental Health & Safety, and Federal Compliance (Clery Act).

Dr. Eakins was formerly the Chief Security Officer and Director of Public Safety at Idaho State University in Pocatello, ID; the Chief of Police at Oakwood University in Huntsville, AL; a Captain with the METRO Transit Police in Houston, TX; and the Assistant Chief of Police at Texas Southern University, also in Houston, TX.

Dr. Eakins is a sought-after presenter at national and international conferences on the topics of public safety leadership, emergency management, threat assessments, and workplace violence. He consults and conducts training for the U.S. Department of Justice through a Technical Training Institute for the VAWA grant, and the U.S. Department of Education through the REMS TA Center. Dr. Eakins also serves as a Technical Peer Reviewer on federal grant applications focused on firearm violence, body-worn cameras, and campus resilience.

His education attainments include an A.S. degree in Police Science from Calhoun Community College; a B.S. degree in Criminal Justice & Business Administration from Athens State University; an M.S. degree in Security Management from Bellevue University; and a Ph.D. in Public Policy and Administration with a concentration in Homeland Security Policy and Coordination from Walden University. Dr. Eakins graduated from FEMA’s National Emergency Management Executive Academy Cohort III, and he is Board Certified (CPP) in Security Management by ASIS International.

Dr. Eakins has served on several boards and has held committee chairperson assignments. Most recently he served as a board member with the International Association of Campus Law Enforcement Administrators (IACLEA) and as the chairperson for the Education and Learning Committee that developed the curriculum for the inaugural First-Line Supervisor Institute. He has served as a board member for the American Red Cross Indianapolis Chapter and in leadership positions for several ASIS International chapters.

Pamela Soule, M.S., CEM

Pamela Soule, M.S., CEM  has 23+ years of experience in emergency management. She has spent equal time working for local government and institutions of higher education. At the local level, Pam served as the emergency management director in a one-person office. During her time in higher education, she was part of a larger emergency management team and an executive director of emergency management.

Throughout her career, Pam has had the opportunity to develop and implement numerous types of plans. As the county director, she developed comprehensive emergency management plans, preparedness, and recovery plans. These plans consisted of a basic plan with numerous annexes that involved input from stakeholders. During her time in higher education, Pam developed and updated many plans for a large statewide four-year research university, including operations plans for a 100,000-person plus stadium with annexes for stakeholders including athletics, police, emergency medical services, and transportation along with the annexes for response to relevant hazards.

Pam believes in the importance of professional development and is currently a Certified Emergency Manager (CEM) through the International Association of Emergency Management (IAEM), has completed both of FEMA’s Advanced (NEMAA )and Executive Emergency Management (NEMEA) academies at the Emergency Management Institute in Emmitsburg, MD, along with numerous other courses. She also maintains certification as a Sports Security Professional through the National Center for Spectator Sports Safety and Security (NCS4).

Pam has a M.S. in Criminal Justice with an emphasis in Emergency Management, a B.S. in Microbiology and Public Health and most recently completed a post-baccalaureate certificate in geospatial information systems.

Kisha Slaton, MPA

Kisha Slaton, MPA is currently the Director of Training and Grant Programs for an international association focused on campus law enforcement and public safety. She is a master trainer and teaches courses and presents on such topics as trauma-informed investigations, hate crimes, service-oriented policing, 21st Century policing, and Community Oriented Policing (COPS) to name a few.

Her law enforcement career began with the Sherwood Police Department in Sherwood, AR where she worked her way up through the ranks to Police Detective. She then moved on to the Arkansas Attorney General’s Office where she served as a Supervisory Special Agent for many years. Kisha has advanced skills in curriculum development, instructional design, meeting facilitation, and conducting police and public safety department assessments.

Kisha has a B.A. degree in Criminal Justice/Law Enforcement Administration from the University of Arkansas, and an M.P.A. from Arkansas State University.

Sheldon L. Eakins, Ph.D.

Sheldon L. Eakins, Ph.D. has over 16 years of experience in K-12 and higher education. He has served as a teacher, school principal, adjunct professor, and Director of Special Education. He is passionate about designing school security and safety programs. He is also adept at public record research and open-source intelligence (OSINT) from his experience working at Eakins Investigative Services, which was later merged with ECS.

Dr. Eakins has a B.S. in Social Science Education from Oakwood University; an M.S. in Educational Leadership from Capella University; and a Ph.D. in Education from Capella University.

Leroy “Lee” James, M.S.

Leroy “Lee” James, M.S.  has over 40 years of law enforcement experience in municipal and campus policing. He currently serves as the Director of Public Safety Programs for the Consortium of Universities of the Washington Metropolitan Area. Prior to this position, Lee served as the Interim Chief of Police at Prince Georges County Community College in Prince George, MD; as the Executive Director of Public Safety for Johns Hopkins University in Baltimore, MD; as the Chief of Police at Howard University in Washington, D.C; and as the Deputy Chief of Police for Prince Georges County, MD.

His experience includes criminal investigations, criminal law, ethics and internal affairs, public safety management, homeland security awareness and implementation, emergency management administration, serving as an adjunct professor at a community college, leading two large urban university police forces, and building collaborative partnerships among many other skills. He is a member of several national law enforcement and professional police organizations and remains up-to-date on the contemporary issues confronting 21st Century Policing.

Lee received a M.S. in Behavior Science from Johns Hopkins University; and a B.A.Sc. in Criminal Justice/Police Science from the University of Maryland Global Campus. He is an active member of the IACP, NOBLE, HBCU-LEEA, and IACLEA.
